If the shot dispells the wrong effect (like because a class just got a proc or something) you just wasted 20 focus on dispelling a proc (or something). The dispell is unreliable: Any hot can prevent it that you can dispell an important effect (flag carrier running with Hand of Freedom to which you can't get through with the dispell because all the hots are blocking you from doing so). It also pains me that it costs 20 focus but doesn't do a single bit of damage. Once you dispelled something mana classes also often have their cd ready to renew what you just dispelled.
